Board Staff


Michelle Davis, MPA, joined the Board staff as executive director in October 2011 with 20 years of state service. Michelle came to the Board with a strong background in public health policy development. Most recently, Michelle was assistant director for Department of Health’s Office of Policy, Legislative and Constituent Relations. In that capacity, she served as a legislative liaison for the Department of Health, advocating the department’s position on health–related state and federal legislation, budget, and policy proposals.

Prior to that, Michelle served as the department’s regulatory affairs manager, overseeing the implementation of sweeping regulatory reform legislation and the development of significant public health regulations. She was also the department’s legislative coordinator. Michelle has worked as the department’s liaison to the Board since 2001. Early in her career, Michelle worked briefly for the Governor’s Office and the Office of Minority and Business Enterprises.

Michelle earned her bachelor of arts degree in political science from Western Washington University and her master's degree in public administration from The Evergreen State College.

Picture of Desiree RobinsonDesiree Day Robinson joined the Board in June 2000 and was promoted to executive assistant in June 2001. Her responsibilities include office management, meeting planning, and human resources. Ms. Robinson attended Tabor College in Hillsboro, Kansas.

Gordon MacCracken joined the Board as communications consultant in August of 2011 after working as a public information officer for the Department of Health since 2008. He is a former daily newspaper editor and reporter in Southwest Washington. His responsibilities include media and public relations, managing the website, publications and graphic design, and editing and writing. He is a University of Oregon graduate.

Picture of Christy Curwick HoffChristy Curwick Hoff, MPH, joined the Board in October 2006 as a health policy analyst to support the Governor's Interagency Council on Health Disparities. Christy received her bachelor of science degree in biological sciences from the University of California at Irvine and her master of public health degree in environmental and occupational health from Loma Linda University. Christy gained experience working at the national level while serving in the Public Health Prevention Service at the Centers for Disease Control and Prevention. Before joining the Board, she worked as an occupational safety and health researcher for the Department of Labor and Industries.

Yris Lance, MA,  joined the Board in November 2010 as its community relations liaison for the Governor's Interagency Council on Health Disparities.  Her work involves fostering partnerships and collaboration with representatives from other agencies and organizations to promote health equity in communities affected by health disparities. Before joining the Council, Yris coordinated the three-year federal grant Epilepsia en Washington at the Washington State Department of Health. She successfully developed relationships and partnerships with organizations serving families living in rural and underserved areas. Yris also organized the Washington State’s Epilepsy Team and led its participation in a National Learning Collaborative.

Yris is a native Spanish speaker from Venezuela. There, she earned a business administration degree and worked for more than 17 years for different national and international private organizations. Yris also earned bachelor's and master’s degrees at the University of Washington. Her focus on international studies, human rights, non-profit management, and Hispanic studies has been united to many years of work as a volunteer for different public organizations. Yris has served on community development teams, and has provided training in human relations, family planning, health, nutrition, and crime prevention to adults, children, and youth. She has helped deliver social and medical services to Spanish-speaking populations of Washington state, and has written numerous articles about diversity and inclusion. Yris is highly interested in the analysis and evaluation of cultural, health, and legal issues affecting racial and ethnic populations.

Picture of Ned TherienNed Therien, RS, joined the Board in March 2005.  He has more than three decades of experience in regulatory environmental health programs at the state level. Ned's career in public health began in the public health laboratory. It has included work in various environmental health areas, such as food safety, shellfish sanitation, hazardous waste, institutional sanitation, and drinking water. He completed a major revision of the Board's food service rules with the Department of Health's Office of Food Safety and Shellfish Programs. 

Ned's special focus areas for the Board include environmental health, and institutional health and safety. Ned received his bachelor of science degree in microbiology at the University of Washington. He has a master of science in microbiology from the University of Nebraska and a master of public health in environmental health from the University of California, Berkeley. He is a registered sanitarian.

Picture of Tara WolffTara Wolff, MPH, joined the Board in October 2003 as a health policy advisor. She has more than 15 years of experience providing management and consultation services to public health programs. She has worked at all levels (local, state, national, and international) in three countries (United States, UK, and Switzerland). Ms. Wolff has held positions in a variety of organizations including the University of Washington, World Health Organization, Public Health--Seattle & King County, United Kingdom Health Education Authority, Washington State Department of Health, and Department of Social and Health Services. She has had the opportunity to work on a broad range of public health programs including: school-based clinics, smoking prevention programs for young people, Sun Know How (a skin cancer prevention campaign), Quitting is Winning (a multi-media campaign aimed at adults), Breast and Cervical Screening, Immunization campaigns, Helping People Change (health promotion training programs for GPs), and Healthy Schools.

Ms Wolff's special focus areas include: health promotion in primary care, child health, team building, and evaluation/research. Before joining the Board, her most recent consulting assignment involved the design of questionnaires, data collection and analysis, and creation of an online query system for Washington state's local health jurisdictions and Department of Health. Ms. Wolff has a master of public health degree from the University of Washington. She is the Board's liaison for child health programs.
