Rule Revision Workshops
The Washington State Board of Health held a
series of workshops to review proposed language for
technical clarity. The goal was to eliminate
confusion from unclear language and to clearly
articulate areas of disagreement.
Key participants included local environmental health
managers and school facilities managers, the people
who will have to interpret and implement the rule.
Also represented were school
administrators, local public health administrators,
parents, teachers, school architects and state
agencies. At the urging of legislators, the Board
asked several organizations (see list to right) to
nominate participants.
DOH and Board staff worked on revised
language intended to resolve many concerns heard
from stakeholders and distributed it to
participants before the first workshop. DOH and the
Board used input from the workshops to finalize
a draft proposal. Workshop participants had a
chance to comment on an analysis describing costs
and benefits associated with the proposal. The Board
was briefed June 11, 2008 and a rule
hearing was held August 27, 2008 in Spokane and September
10, 2008 in Olympia. The hearing was continued until
October 8, 2008 where the Board voted to delay
voting on the rule until no later than June 2009.

These meetings were open to the public for
observation. However, participation in the rule
revision discussions was limited to members of the
workgroup.
